Housing targets are one of the most important elements of both local plan-making and decision-taking about planning applications. The pressure to meet targets drives the release of greenfield sites and means that unsustainable proposals are often approved when a local planning authority cannot show that it has a deliverable supply of housing (the 5 Year Housing Land Supply).

About Mark Fessey
Mark has 20 years’ experience as a consultant supporting challenging local plans, neighbourhood plans and sub-regional strategies. Mark particularly leads on Sustainability Appraisal (SA), with a focus on working with plan-makers to design and implement a process to arrive at reasonable alternative ‘growth scenarios’ for appraisal and consultation. Mark is very focused on the planning reform agenda, including standardising processes aimed at a more easily understood and engaging plan-led system, with clear choices at its heart. Mark also leads on Green Belt Assessments for local plans, and outside of work helped with the Maidenhead Neighbourhood Plan over 8 years prior to its recent adoption.
About Caroline Dibden
Caroline has been involved in planning for over 30 years, having served as a District Councillor on planning and housing committees, as a parish councillor, on a Village Design Statement team, as a member of an AONB planning panel and as a member of the South Downs Joint Committee. She is currently also Vice-President of CPRE Hampshire.
